Pre-School Communication Development Program
The Pre-School Communication Development
Program offers children who have delays or deficits in speaking,
learning and/or listening full or half-day classes, five days
a week. Specially-trained staff members lead the children
in lessons, activities, projects and plays. Here children
are introduced to art, music, physical education, swimming
and computers in a nurturing, fun-filled environment. Individualized
speech, physical and occupational therapies, as well as family
support, are also integral parts of the ECC Pre-School Communication
Development Program.
Integrated Class
In the summer of 2003, the Early Childhood Center opened an integrated pre-school class which
includes communication and language delayed three, four and five year-olds with their non-disabled peers. This
addition to the ECC is offered to parents in the community and to parents who have special needs children already
enrolled in the special education program and would like their other pre-school children to attend as well. The
class allows the special needs students to learn, play and socialize with typically developing children their age.
All of the children benefit from the lessons, activities, friendships and small class size that the program provides.
Evaluation Center
The Early Childhood Center offers full evaluations for pre-school children suspected of having
needs. This includes:
• Speech/language evaluation
• Developmental evaluation
• Audiological evaluation

Procedure for Evaluation & Services for
a Preschool Child

Parents are concerned that
their child (2 1/2 to 5 years old) is not developing
normally. |

2. |
Parents seek a comprehensive evaluation to determine the extent of the child's deficits by applying to their local
school district's special education chairperson for an independent evaluation at an approved site of their choice. |

Parents are interviewed by a social worker, sharing their concerns and relevant family history. The child is evaluated
in depth by an audiologist, psychologist, speech therapist and educational evaluator. The results of the standardized
tests help determine the extent of the disorder or delay. |

Parents are informed of the evaluation results, the county-wide criteria needed for qualifying for services and options
to help the child receive the appropriate services to prepare for entry into kindergarten. |

A Committee for Preschool
Special Education (CPSE) meeting takes place at the
local school with the parents, a school administrator,
a parent who has a child receiving special education
services, a person from the evaluation team and a county
representative. A decision is made by all members as
to what services the child needs to address his deficits,
and where these services should be delivered. Some children
may require only itinerant services, such as speech,
occupational therapy or physical therapy at their local
preschool program. Others may require integrated services,
½ day programming, or a full day program. An Individualized
Education Plan (IEP) is generated to address the child's
needs. |
Admission to Mill Neck Manor Early Childhood Center

Upon parent request to the CPSE, a packet is sent to Mill Neck Manor Early Childhood Center. |

Following a review of the packet, a screening is set up with the child in the classroom. |
3. |
If it is determined the child is an appropriate placement, an acceptance letter is sent to the district and parent;
the district sends the IEP to the Early Childhood Center; an application is mailed to the parent and a start date is
determined. |
4. |
Should our program not meet the specific needs of an individual child, then alternative placements will be sought. |
